Principles of procurement at a glance

  • Using the market judiciously

We procure services on the market when we cannot provide them internally or when an internal solution is not economically viable.

  • Competition and transparent contract awards

We award contracts in a competitive environment and comply with the applicable statutory provisions.

  • Public tenders

We publish public tenders in accordance with the Federal Act on Public Procurement (PPA/PPO) on simap.

  • Sustainability as a key requirement

When procuring goods, construction works, or services, we take ecological and social sustainability criteria into account where appropriate.

Procurement organization and management

The Swiss Post procurement organization (POSP) is responsible for the procurement volume on the basis of strategic requirements. It defines the procurement policy and the resulting strategies, structures, processes, methods and systems.

The Federal Act on Public Procurement and the Ordinance on Public Procurement (PPA/PPO) form the legal basis for procurements that mainly concern the reserved service (Delivery of letters up to 50 g), and licensed passenger transport (PostBus).

How procurement works

  • Clarify the requirement

We determine which service is needed and whether we can provide it internally or need to procure it on the market.

  • Define the procedure

We select the appropriate procedure based on the procurement requirement and the applicable framework conditions.

  • Evaluate bids and award the contract

We evaluate bids according to clearly defined criteria. The contract is awarded to the most advantageous bid. Sustainability forms part of the evaluation.

  • Implementation and collaboration

Once the contract has been concluded, the process is managed via the procurement system. We work in partnership with our suppliers.

Types of procurement procedures

We design our procurement processes to be simple, fair, and efficient. We comply with public procurement legislation (PPA/PPO) and apply the appropriate procurement procedure when procurements functionally serve the provision of the reserved service under the Postal Services Act (delivery of letters up to 50 g) or concession-based passenger transport services (PostBus) and reach a specified contract value.

For procurements governed by private law, the Swiss Code of Obligations (CO) provides the legal basis.

Supplier management

We actively manage our supplier relationships in a proactive, collaborative, and responsible manner. Through systematic processes, we strengthen quality, supply security, and sustainable value creation. At the same time, we identify and manage risks at an early stage to ensure the reliable and future-oriented delivery of our services.
